How Land Use Rules Work in Laurens County

Laurens County is one of the few counties in South Carolina with no county zoning ordinance. That means there are no zoning districts in the unincorporated county.

  • Unincorporated county: New subdivisions and commercial projects must meet the county's Subdivision Ordinance and its related rules, including open space and land disturbance requirements.
  • Inside city limits: The City of Laurens adopted a new Land Use Ordinance in 2025, and Clinton, Fountain Inn and other towns have their own zoning.

No zoning can be an advantage if you want flexibility, but it also means a neighbor's land could be used in ways you do not expect. What this means for you: read any recorded restrictions, look at how nearby land is used, and confirm the subdivision rules if you plan to split the land. We can help you check.

Before You Buy Land in Laurens County

  • Septic: If public sewer does not reach the property, you will need a septic permit from the South Carolina Department of Environmental Services (formerly part of DHEC). Make your offer contingent on a satisfactory soil evaluation.
  • Water: Confirm whether a public water line reaches the land, or plan for a well drilled by a licensed well driller. The Laurens County Water and Sewer Commission serves much of the county.
  • Access and utilities: Make sure there is road frontage or a recorded easement, and check the cost to bring power and internet to your building site.
  • Lake lots: Greenwood County owns Lake Greenwood, including the lakebed on the Laurens County side. Its Lake Management Department permits docks and other shoreline structures and charges an annual dock fee (864-943-2648). Lake Rabon is owned by the Laurens County Water and Sewer Commission, which sets its own dock and boating rules. Confirm what the lot allows before you buy.
  • Survey and flood zones: Get a current survey and check FEMA flood maps, especially near the Enoree, Reedy and Saluda rivers and Lake Greenwood.
  • Taxes: Qualifying farm and timber land can be taxed at the 4% agricultural ratio instead of 6%. Rollback taxes can apply if the use changes. Ask the Laurens County Assessor about agricultural use applications.

Laurens County Land Questions

Does Laurens County have zoning?

No. Unincorporated Laurens County has no zoning ordinance. New subdivisions and commercial projects follow the county's Subdivision Ordinance, and towns such as Laurens, Clinton and Fountain Inn have their own zoning.

Why buy land in Laurens County?

Laurens County is close to Simpsonville and Greenville but usually costs less per acre, and more than half of its land listings have 5 or more acres.

How much does land cost in Laurens County?

About 50 land listings are under $100,000. Large tracts can run from the hundreds of thousands into the millions.

Can I build a dock on a Lake Greenwood or Lake Rabon lot?

Maybe. On Lake Greenwood, docks need a permit from Greenwood County Lake Management, even on the Laurens County side. On Lake Rabon, the Laurens County Water and Sewer Commission sets the dock rules. Check with the right agency before you buy.

Can I put a manufactured home on land in Laurens County?

Outside city limits there is no zoning, so it usually comes down to recorded restrictions or covenants on the property. Check them before you buy. We can help you find out.
